Aug 26, 2008 But WINDOWS UPDATE is hosed, freezes/hangs every time now. Hopefully it will be fixed by then. So, from time to time I continue to see if I get to download Update. Dell recommended me to not have auto update on for now. Have not heard of any other fix for now. Some Windows updates can take several minutes or more to configure or install, so you want to make sure the updates are truly stuck before moving on. Trying to fix a problem that doesn't really exist might just create a problem.
Jul 27, 2018 - Downloading Windows Updates is rather important, but many users reported that Windows 10 Update hangs for some strange reason.
However my download has appeared to stop at 62% with the words 'applying changes' beneath it (of course opposed 'to downloading..'). It is still hanging at 62%. I've spent about two days downloading and troubleshooting with my computer to get this update and now I'm feeling especially impatient and I don't want another failed download.
So, all in all. Is it normal for my download (or changes) to hang at this point? Will there be a big jump? If not, is there some kind of software/hardware specific issue often diagnosed with this 'applying changes hang'?

When I run Windows Update on Server 2012 after a fresh install from DVD, it hangs at 0%. I left it overnight, it did not progress at all.

I had the same issue with it hanging at 0% and I tried re-installing it 3 times, but it still would not work, even after leaving it on overnight. The below steps are what I did to resolve the problem:

- Hit CTRL+ALT+DEL
- Open the Task Manager
- Select More Details
- Run services.msc
- Scroll down to Windows Update
- Right-Click Windows Update and select Restart
- It will immediately jump to 14% and restart by itself, as it issupposed to
- If you get to 98%, and it hangs again, restart the Windows UpdateService one more time in order to get to 100%
You should be good to go after that. I tried it 2 times with 2 different hard drives and it worked with no problems. I decided to use a different hard drive the second time though, I really did not want to risk that not fixing it and being stuck with the same problem as before and no reliable solution. It just seemed like the common sense thing to do.
